Liability for Maintenance & Land Handover
The Liability for Maintenance (LfM) and Land Handover process on a programme the scale of HS2 is one of the most demanding data challenges in UK infrastructure. As construction progresses, assets, land parcels, and associated liabilities must be formally identified, documented, and transferred. This process that involves thousands of discrete records spanning legal agreements, survey data, asset registers, and spatial boundaries.
Managing this at programme scale, with the accuracy and auditability required for formal handover, is not achievable with conventional document management approaches. The data exists but it is fragmented across systems, formats, and teams, making it extraordinarily difficult to assemble a coherent, verified picture of what has been handed over, what remains outstanding, and what conditions apply.
